This is a fixed term contract for a locally hired position of Project Administrator and Scheduler at consultant level, to be based at Hindon Airforce Station-Ghaziabad, India.


Roles and Responsibilities:

  • Provide written analysis of monthly or one time schedule/s provided by sub-contractor w.r.t to scheduling requirements in general requirements of contract. Analyze potential claims situation and provide recommendations. Perform critical and near critical path analysis and provide recommendation related to scheduling issues and opportunities for compression and / or lower risk.
  • Forensic analysis of extra time and /or costs claims provided by sub-contractor and provide written analysis and recommendations for quantum and merit. Use sub-contractor’s schedule to prepare monthly schedule, pay application and reports for USACE in Primavera P6 as required in USACE RFP section 01 32 01.00 29.
  • Prepare time impact analysis claims to USACE with necessary justifications and exhibits for potential impacts per AACE 52R-06 and USACE RFP section 01 32 01.00 29. Participate in weekly / monthly schedule meetings internally in Boeing, with subcontractor and with USACE. Review daily and monthly reports from subcontractor.
  • Enhance and provide reports to USACE to support claims to USACE. Perform quality control of data entry activities by other team members. Participate and lead in discussion and negotiations related to claims internally, with L&T and USACE.
  • Support in responses to letters and claims to subcontractor and to USACE. Prepare and maintain a register for status of claims and potential claims. Brief Boeing management on status and potential schedule and cost risk. Other assignments as deemed necessary by Boeing onsite Project Manager and Site Director.
  • Comprehensive professional knowledge of and ability to apply the concepts, principles and practices of design and construction engineering with strong emphasis on change order and claims preferably in design build projects. Ability to perform complex analysis of data and information and make recommendations. 2 years of hands on full time experience with Primavera P6 in managing construction contracts.
  • Skilled in using computer and modern office suite software. Works with Boeing contracts specialist to develop strategies for negotiation in alignment with project objectives.
  • Appraise schedule and cost impact of potential changes and developing the corresponding estimates to compare against the contractor’s submissions. Advise Boeing project manager and onsite director for in identifying situations requiring claims to USACE to preserve Boeing’s rights wr.r.t prime contract.
  • Track status of these items as they develop to fully developed claims. Help the onsite submittal manager for putting together close out process. Work with L&T and USACE senior management to emphasize and drive completion of closeout deliverables. Support Boeing in claims negotiation with L&T and USACE.
  • Develop strategies, roles and alternatives. Review contract modification proposal for completeness, compliance, accuracy and preserving Boeing rights.
  • Program Integration work with the submittal manager and rest of Boeing team to track and enhance the claims and closeout process. Prioritize and manage work with Boeing project manager and director so as to see effective utilization of time. Provide written draft for relevant notices and letters to USACE and for responses to L&T. Oversee the follow up of the related documentation. Other assignments as deemed necessary by Boeing onsite Project Manager and Site Director.

Required Qualifications: 

·         Bachelor’s Degree with 13 or more years’ related work experience, minimum of 2 years’ experience in US government project(s). Applicable and appropriate educational/certification credentials from an accredited institution and/or equivalent experience is required.

·         Good Verbal and Written Communication

Required Skills: 

  • Strong scheduling background on construction contracts governed using FAR. Very knowledgeable in US government contracts and knowledge and experience to manage big contracts with multiple stakeholder organizations.
  • Experience in contract modification process will be considered a plus. An Engineering graduate with a post qualification in construction contracts or construction law will be considered a plus.
  • Excellent skills in spoken as well as written contractual and legal communications. Strong negotiation and facilitation skills with ability to motivate, persuade and build consensus.
  • Demonstrated history of managing US federal government contracts and having overseen and favorably secured time impact as well request of equitable adjustment claims in large projects.
