Job Description

1. Contracts

  • To monitor all contracts that Ground Department enters for expiry and escalation
  • Manage suppliers as appropriate including building good, professional relationships with suppliers and potential suppliers
  • To provide recommendation on renewal / new Ground Handling Agents and other contracts through ways of submitting business papers and any other appropriate paperwork as described in the Procurement Manual
  • To understand the markets where Scoot operates / potentially will operate and have a good understanding of the supplier landscape
  • To achieve best value contracts through tactful and diplomatic negotiation

2. Procedural work

  •  Main custodian of Ground Services Manual (GSM), Load Control Manuals (LCM) and Cargo Procedures Manual (CPM).
  • Ensure GSM / LCM / CPM are updated and filed for publication with the Authorities in accordance to the agreed timelines
  • Vetting and managing all publication of Ground Services Instructions (GSI) / Load Control Instructions (LCI) / Cargo Procedures Instructions (CPI) 
  • Review all procedural changes pertaining to GSIs / LCIs / CPIs prior to publication
  • Oversee coordination with various stakeholders for each procedural change
  • Submission to Authorities to seek prior approval for certain GSIs / LCIs / CPIs

3. Projects

  • Manage implementation of Web Check In (WCI) at line stations: i) Lead WCI implementation at line stations project, including drafting of project timeline and key deliverables, tracking and monitoring of progress of project team, business paper for project implementation etc, ii) Coordinate with relevant stakeholders for implementation
  • Renewal Cost Analysis: i) Create costing template from scratch for effective evaluation of ground handling cost structure, ii) Obtain accurate costing insights of handling through primary and secondary research methods
  • ScootPlus implementation project: i) Coordinate with network stations to facilitate changing of ScootBiz to ScootPlus, ii) Changes include but are not limited to Airport Flight Information Display System (FIDS) changes, stationery changes, Procedural Manual changes
  • Finesse:Oversee Finesse testing and implementation for invoice verification
  • E-FIM portal: Oversee testing and implementation especially procedures drafting for e-FIM portal to facilitate FIM to SQ
  • Unaccompanied Minor (UM) program: i) Provided leadership and guidance for new UM program, ii) Coordinate with Civil Aviation Authority of Singapore (CAAS) for approvals as appropriate, iii) Implement UM waiver program
  • Stationery order platform: i) Provided leadership and guidance for creation and implementation of new stationery order fulfilment platform for line stations, ii) Testing for feasibility, iii) Coordinate with various stations for implementation

4. Station Audits / CAAS LSIs

  • Lead an audit Team for periodic station audits
  • Coordinate with various stakeholders including Security, Flight Operations representatives for Station Audits.
  • Perform Audit and prepare Audit Reports
  • Conduct Opening and Closing Meetings and follow up with Auditees with Audit Points.
  • For CAAS LSIs, facilitate Audit process
  • Point of Contact for LSI inspector
  • Follow up with station to clear any Audit points raised by inspector

5. Stationery and Administrative support

  • Ensure all stationery is provided to network stations in a timely fashion
  • Oversee supply chain movement for stationery including customs clearances at various stations
  • Publication of network contact lists to be published in prompt and accurate manner (including SQ/MI and Cargo-related contacts)

6. Invoice Verification

  • Oversee invoice verification matters and ensure issues are attended to promptly
  • To provide leadership and guidance to the team regarding invoice verification
  • Verify invoices for ICN station


  • Fluent written, spoken and reading capability in English and Chinese (Mandarin Preferred due to Market requirements)
  • Good inter-personal skills and pleasant disposition. Open to learning and being able to operate independently.

  • Knowledge of the airport ground operations a major advantage
  • 3 years’ experience and good knowledge in airline ground handling functions. 
  • Experienced in vendor management and proposal management would be an advantage
  • Preferably a degree from a recognized university
